Rassilon developed the Galifreyan time travel technology with fellow legend Omega. While Omega got stuck in a black hole and went totes malotes loony tunes, Rassilon created the Eye of Harmony and used it to not only create the Time Lords as we know them, but to take over as their despotic ruler.
