The Master
Arch nemesis of The Doctor, The Master aka Missy was a fellow Time Lord/Lady who to this day is continuing a proud tradition of crimes against humanity, Galifrey and our favourite time traveller. Over the years, The Master has teamed up with any number of dastardly foes against The Doctor, including Daleks, Cybermen and Autons, and we love him/her for it. We only wish The Master could be played by Derek Jacobi in more TV episodes.
